State security agencies must consistently identify conspiratorial terrorist cells. and one of the Ministry of Emergency Situations' main tasks is to monitor fire safety in public places. That was what Vladimir Putin said. Today in the Kremlin, there was ceremony of presenting to the head of state the officers and prosecutors who received top military ranks and were appointed to highest positions.

Alexander Balitsky will continue about the tasks set before officers by the president.

Standing at attention, in the Kremlin's Hall of St. George, where the names of famous regiments are engraved in gold, (which is why the hall is called "The Temple of Russian Military Valor") there are 40 generals and admirals. Having received new ranks and posts, the high officers introduce themselves to the Supreme Commander to the sound of the Preobrazhensky March, for the first time. For the first time, there are guardsmen of the Preobrazhensky regiment holding the flags of all of the security departments. Counter-intelligence, rescue, police, and military officers are in one hall. Recognition of their professionalism is a new level of responsibility, Putin says.

Vladimir Putin: “We're talking about consolidation of the nuclear triad, about improving the armaments of the aerospace forces and the navy, and in general, the balanced development of all of the branches. Special attention should be given to the combat training of military units. The highest fighting efficiency of our armed services, their modern equipment and, above all, the courage and valor of Russian soldiers and officers is the guarantee of reliable protection of the sovereignty and independence of Russia, the protection of the national interests, and the lives of our citizens. It's the guarantee of balance and peace on the planet.”

Rustam Muradov, 2nd Guards Army: "Much was done to strengthen the armed forces. Their combat strength, expertise and training is improving, backed up by the combat experience in fighting international terrorism in Syria".

The war on terrorism also needs to be effective within the country, the president told the FSB, in order to reveal the secret cells of extremists, of which 50 were eliminated last year.

The development of Russia's as a state ruled by law must be supported by protecting the rights and liberties of citizens. This is the direct responsibility of internal affairs agencies. The Russian police reaches its 300th anniversary. The National Guard safeguards law and order. The president demands security at mass events. The World Cup will be soon.

Clear instructions are given to the prosecutor's office.

Vladimir Putin: "One of your unconditional priorities is to comply with the law in the labor and social spheres. It is important to immediately react to late payments of wages, pensions, child benefits. Also, it's necessary to monitor that the rights and interests of entrepreneurs are respected".

Putin gives tasks to the new head of the Ministry of Emergency Situations as well.

Vladimir Putin: "Special attention must be given to fire safety in public places. I request severe punishment for those who are negligent in their duties".

The president stresses that close cooperation between agencies is the key to national security. Despite different uniform and chevrons, they all have one job: protecting of the homeland.

Presenting high officers to the Supreme Commander in the Hall of St. George is a tradition. Tradition is something on which many Russian officers stand. Their main motto is engraved on the medal ribbons which decorate the vaults of the hall: "service and courage."
